Win-win Strategy: China-North Korea Cooperation and Development of Tumen River Area

从图们江地区开发的战略地位、朝鲜对图们江地区开发的态度以及中朝两国在图们江地区合作开发中取得的成果看,都充分说明图们江地区国际合作开发是推进中朝经济发展与合作的重要项目。然而,中朝在图们江地区合作开发中也存在着一些问题,要解决这些问题,一、朝鲜应该早日消除朝核危机所带来的负面影响,营造一个良好的投资环境;二、中朝两国政府应加大宣传和招商引资力度;三、中国应积极参与朝鲜罗先地区的合作开发,掌握图们江区域合作开发的主动权;四、中朝两国应遵守国际惯例和准则,保护成员国公民的合法权益。

The strategic status, the attitude of North Korea and the achievements of China and North Korea prove that cooperative development of Tumen River Area is a major project which can forward the econom- ic development of the two countries. However, problems still exist and restrain the development. Ways to solve these problems include： 1. North Korea should eliminate the negative effect of nuclear crisis as soon as possible and build a favorable environment for investment; 2. governments of both countries should strengthen international communication to attract more investment; 3. it is necessary for China to partici- pate actively in the development of Rajin-Sonbong Special Economic Zone and take initiative in the coopera- tive development of Tumen River Area; 4. both countries should abide by international practice and rules and safeguard the legal rights of citizens of member countries.
