The article introduces the turmoil of Libya and researches the international Iawg nature of some countries＇recognition of ＂Na- tional Transitional Committee＂. It believes that this recognition is not the recognition of country, but that of belligerent group or government. The French recognition is the recognition of belligerent group, and the recognition of other countries is the recognition of government.
