The Environmental Evaluation of the Sci-Tech Innovation of the Agricultural Research Institutes in Liaoning Province

通过与农业科技创新环境有密切关系的可量化指标,构建了辽宁省农业科技创新环境评估指标体系,从科技创新的人才环境、基础设施环境、政府支持环境和社会支持环境四个方面,对辽宁区域创新环境进行分析与评价。辽宁省农业科技创新环境需要营造吸引科技创新人才的氛围,积极打造农业科技自主创新和加强科技创新的基础设施建设新环境,积极打造增加对农业科技创新投入的新环境,不断推进产学研结合并形成有利于农业科技发展的社会环境,加快推进辽宁省农业科技创新体系建设,努力使辽宁农业科技整体实力尽快进入全国前列。

Abstract： There are quantitative indicators that are closely related to the agricultural technological innovation environment, through which the environmental index evaluation system of the agricultural technological innovation of Liaoning province can be established. The environmental index evaluation system can be divided into four aspects： the talent environment for technological innovation, infrastructure environment, governmental support environment and social support environment. Realizing agricultural technological innovation involves creating a talented-personnel-friendly atmosphere to attract talented people, strengthening the infrastructure construction for technological innovation, constructing a new environment to increase investment in agricultural technological innovation, forming an aconducive social environment to agricultural technological innovation, accelerating the agricultural technological innovation system building and making every effort to make the Liaoning agricultural technology take the forefront place countrywide as quickly as possible.
