西部少数民族地区农民养老保障机制改革研究——基于普洱市的调研

A Study of Farmers' Pension Security Reform in Ethnic Minority Areas of Western China:Based on the Survey of Pu'er City

以问卷调查、访谈等形式对普洱市思茅区南屏乡曼连村等四个样本点的养老状况进行了调查。通过对普洱市现存的家庭养老、土地养老、原老农保、新农保、政府救助等几种养老方式进行调查,认为传统的家庭养老、土地养老正面临着严重挑战。针对新农保实施过程中出现的缴费档次过低、土地补偿金没有转化为养老保障金、社会养老保险信息系统不完善等问题,认为应制定向西部地区倾斜的养老保障政策、实行弹性缴费、用土地或自然资源换取养老保险、确保基金保值增值、积极发展县域经济等。

This paper has carried out investigation on the pension status of Simao District of Pu＇er City, Nanping Township, Man Lian village with the questionnaire interview etc. Through researching on the Pu＇er city-existing family pension, endowment of land, the original farmer insurance, new farmer＇ s insurance, government assistance, the paper advocates that the traditional family pension, the land endowment is facing a serious challenge. Aiming at these problems, such as： new farmer＇s insurance occurred during the enrollment rate is low, the land compensation is not transformed into old-age security payments, social old-age insurance system is imperfect, etc. , the paper advocates that we should develop the pension security policy of west tilt, implement flexible payment, exchange the land or natural resources for pension insurance to ensure increasing the value of the fund, economy, positively. developing county
