To produce and accumulate behavior data of market-body self-conscious,and boost modernization of administrative regulation and credit construction,based on management hackling、research synthesis and literature analysis,and grey system and regulation principle,theoretical foundations and interval grey number in spreading behavior category record of the market individual to behavior appraisal structure was established,system model and important explanations based on grey numbers of behavior grades and compatible with regulation operation was produced,three gradient logic in regulation including accurately cutting、rational toleration and reward penalty coordination which should be embodied in grey number enactment are proposed.The interval grey number enactment of behavior grades possesses important meanings in regulation operation and scientific function in data standard,the model agrees with connotation of grey theory and needs of scientific regulation,and is solvable by some undetermined help of information supplement and its mathematical constraints.
