摘要
欧盟的小企业互助担保融资在多年发展中取得了很好的实践效果,对于发展我国的互助担保融资具有很重要的借鉴意义。文章在对其运作模式、管理框架、资金来源及风险管理与控制等方面进行深入研究的基础上,结合我国互助担保机构实践中存在的制约因素,提出了中国发展互助担保机构解决小企业融资难问题的政策建议。
SMEs mutual guarantee financing has gained successful experience in practice in some EU countries, which ben- efits the development of SMEs mutual guarantee financing in China. Based on the study on operationalL models, management framework, source of funds and risk monitoring, this paper analyzes the restraining factors. To improve the enterprises＇ fi- nancing difficulty in China, some solutions to the development of mutual guarantee institutions are presented.
