浦东新区社区卫生服务中心收支及公用经费使用状况分析

Analysis on the Financing Status and Operating Expenses in Community Health Service Centers of Pudong New Area

目的通过分析上海市浦东新区社区卫生服务中心的收支及公用经费使用情况,为卫生政策制定与社区卫生服务中心的管理提供依据。方法收集和分析2008—2010年浦东新区44家社区卫生服务中心的财务报表数据。结果浦东新区政府对社区卫生服务的投入逐年增加,社区卫生服务中心的收支状况得到改善。建议浦东新区政府还需进一步落实财政对社区医疗卫生服务的补偿责任,应控制社区卫生服务中心支出,提高运行效率。

OBJECTIVE To analyze the revenue and expense and the operating expenses in the community health service centers in Pudong New Area in order to provide the evidences for policy making and for management of community health service centers. METHODS Financial data of 44 community health service centers in Pudong New Area from 2008 to 2010 were collected and analyzed. RESULTS The fiscal input from the government of Pudong New Area was increased in community health service centers. The capabilities to balance the revenue and expense in community health service centers were improved. SUGGESTIONS The government of Pudong New Area should take the responsibility of compensating community health care and control the expense of community health service centers to increase their operational efficiency.
