法国国家健康与医学研究院的运作模式及对上海组建医科院的启示

检索了Pubmed和Embase收录的关于法国国家健康与医学研究院(INSERM)的文献,并结合其官方网站的信息,回顾了成立和发展的历史、组织结构、国际合作,并通过案例分析了其运行模式。INSERM的发展重点是信息平台、战略规划、人才培养、法律服务等公共产品的提供。上海组建医学科学院可参考IN-SERM的运行机制,引入考核和优胜劣汰机制,推进"产、学、研、医"一体化,强化人才队伍优势,注重知识产权保护与应用、生物安全与生命科学伦理建设、生物组织样本库平台与情报资源支撑等公共服务平台建设,发挥集中力量办大事的制度优势。

Literatures in Pubmed and Embase about INSERM in France were searched and retrieved and information from the INSERM website was obtained. Its history, structure, and international cooperation were reviewed, and its functions based on case studies were analyzed. It is found that the core functions of INSERM include provision of such public goods as information platform, strategic planning, human resources and training, and legal services. Finally the implications of the construction of Shanghai Medical Institute were interpreted. Competition mechanisms among researchers and institutions should be introduced. Industry, universities, research institutes, and hospitals should be integrated into cooperation. Medical workers capacity building should be strengthened. Intellectual property rights should be protected. Bio-safty and biomedical ethics should be secured and biological sample banks and information service institutions should be constructed. In a word, our institutional advantages of concentrating the resources into key affairs should be strengthened.
