检察管理机制改革研究——以案件管理为视角

Research on Reform of Management Mechanism of Procuratorial Work——From the Perspective of Case Management

检察机关的管理主要涉及检察业务、检察队伍和检察事务。其中,检察业务管理机构及其模式选择,既是当前检察机关办案业务管理改革中遇到的更深层次的问题,同时也是当前深化办案业务质量管理改革亟待解决的瓶颈问题。高检院已要求各级检察机关推行案件集中管理,建立"统一受案、全程管理、动态监督、综合考评"的执法办案管理监督机制。因此,构建统一的案件管理机制,成立"案件管理中心",突破传统的案件管理模式,将从根本上改变检察业务工作长期各自为政的状态,是对以执法办案中心的检察机关缺失专门业务管理机构的重大制度改革。

Management of procuratorial organs is mainly related to procuratorial work, procuratorial team and related affairs. Among them, management organs and the selection of proper modes are issues in-depth for the reform currently underway, and also known as bottleneck problems for carrying on the reform on case- solving quality management. The Supreme People＇s Procuratorate has demanded procuratorial organs of all lev- els to conduct centralized management on cases, by implementing a management and supervision mechanism of ＂ Unified case acceptance, whole course management, dynamic supervision, comprehensive evaluation＂ Thus, by setting up a unified case management mechanism, breaking through the traditional case management mode, the founding a Center for Case Management, and situation of procuratorial work could be changed fundamentally, which is right now treated separately. And this could be a significant mechanism reform for supplementing the missing specialized operation management organ.
