中国财政公共服务支出的总量变化与结构演进——2001—2010年

China's Fiscal Expenditure on Public Services Changes in the Total Structure Evolution:2001—2010

通过2001——2010年的统计数据,考察我国财政公共服务支出的总量变化和结构演进。研究显示:我国的财政公共服务支出在2001——2006年变化非常平稳,2007年以后出现明显上升,但总体水平仍相对滞后;教育、社会保障与三农支出已成为财政公共服务支出中最主要的组成部分;财政公共服务支出存在着明显的地区差距,东部与东北地区公共服务优势明显,中部与部分西部地区处于劣势;财政公共服务支出城市偏向严重。因此,应着力提高公共服务支出占共财政的比例;优化财政公共服务支出的项目结构;加大对中西部的财政扶持力度;缩小财政公共服务支出的城乡差距。

Through 2001--2010 statistics, examine public service expenditure changes in the total of China＇s fiscal and structural evolution. Show： finance public spending in 2001--2006 changes are very smooth, the significant rise since 2007, but the overall level is still lagging behind; education, social security, and three rural expenditure has become a financial pub- lic services expenditure the most important components; financial public expenditure there is a clear gap between regions, the obvious advantages of the public service of the eastern and northeastern region, central and part of the western region at a disad- vantage ; serious financial public service expenditure of urban bias. So ： we should focus on improving public services expenses accounted for the proportion of total financial; optimize the project structure of fiscal expenditure on public services ; to increase financial support for efforts on the Midwest ; narrow the gap between urban and rural areas of the financial public service ex- penditures.
