本文在阐释我国文化创意产业集群发展基本态势的基础上,指出目前我国文化创意产业集群发展正面临着制度规范困境、资源利用困境、人才支撑困境和市场开发困境。要突破这四大困境,就需加快完善产业集群发展的法规体系,着力优化产业集群发展的区域布局,积极拓展产业集群发展的融资渠道,努力构建产业集群发展的人才规模培养机制以及推动建立产业集群发展的活力有序市场体系。

This paper, based on the interpretation of the basic state of China＇s cultural and creative industries development, Points out that China＇s cultural and creative industries development are faced with the system specification predicament, and re- source utilization predicament, the plight of human resources support and market development difficulties, in order to break through these four plights indeed to accelerate the improvement of the legal system of the industrial cluster development, strive to optimize the regional distribution of the industrial cluster development, and actively expand the financing channels of the in- dustrial cluster development, and try hard to enlarge the scale of the talent training mechanism for development of industrial clusters and to promote to build the vitality and orderly market system of industry cluster development.
