公共体育事业公平发展的政府责任与对策

On Government Responsibility and Strategies in Fair Development of Public Sport Business

我国公共体育事业发展中存在公平偏离现象,主要表现为政府对体育公共产品的供给"重竞轻群""厚城薄乡""东沛西乏""漠视弱势"。公共体育公平偏离的原因有公平意识缺失、政策偏向、法制不完善、财政制度欠合理、体育利益表达机制有待健全、社会参与不力。政府实现公共体育事业公平发展的对策:理念先行,强化政府体育公平意识;修定政策,完善公共体育政策制度和机制;财政保障,合理配置公共体育服务资源;整合社会力量,弥补"政府失灵"与"市场失灵"。

There is fairness deviation in public sport development in China at present.It mainly shows in the following： more focus on competition sport than on mass sport in supply of public sport products by government;more attention to cities than to rural places,more emphasis on East than on West,and the ignorance of the weak,etc.The reasons of fairness deviation in public sport include the lack of fair awareness,policy bias,incomplete legal system,unreasonable financial system,unsound sport interest expression mechanism and poor social participation.To realize fair the development of public sport business,it should have the concept of fairness first to strengthen the awareness of government in public sport;policies should be revised to complete the system and mechanism of fair development in public sport business;financial security should be guaranteed in the fair configuration of public sport service resources;social forces should be integrate to make up for ＂government failure＂ and ＂market failure＂.
