教育发展浪潮与中国教育政策的多层设计 被引量:12

Overlaps of Three Educational Development Waves and Multi-level Design of Education Policies in China

摘要 从教育发展的主要矛盾看,一个区域的教育发展先后大致要经历教育机会普及、教育质量提升和教育特色发展为主导性发展任务的三次教育发展浪潮。由于区域教育发展的不均衡性,中国教育需要同时面对三次教育发展浪潮,这为宏观教育政策设计和具体教育实践改进带来了特定挑战,国家和地区教育需要根据其面临的教育发展浪潮交叠的现实进行政策设计,学校需要在宏观政策设计框架下进行具有自己特色定位的教育实践努力。 From the perspective of the principal contradiction in the development of education, there are three stages dur- ing the development, with educational opportunity popularization, quality improvement and characteristics development as their main tasks respectively. The education in China has to go through these three stages at the same time due to the unbalanced development of the regional education, which brings specific challenges to the macro-educational policy design and the im- provement in specific educational practice. National and regional education policies need to be designed according to the situation mentioned above and schools need to make full effort in their educational practice with their own educational characteristics in the framework of mic policy design
