Study of Finance Supporting Policy Based on Promoting Scientific and Technological Innovations

科技创新能力强弱是决定我国经济能否保持持续稳定发展的关键。科技创新是一个系统工程,支持科技创新的金融政策则是这个系统的重要组成部分。为促进我国科技创新能力提高,我国金融政策应围绕高新技术企业和中小企业这两个科技创新主体,完善风险担保体系,扶植风险投资产业。同时,给予高新技术产业一定的投融资政策倾斜,加快我国高新技术产业的发展。

The capability of technological and innovations is the key factor of keeping China＇s sustained economic growth, and the technological and innovations is a system engineering, in which finance supporting policy is an important part. To enhance the capability of technological and innovations, China＇s finance policies should be focused on the two main bodies, namely the high-tech enterprises and the small and medium enterprises. China should perfect lhe system of guarantee and promote the industry of venture capital. At the same time, China should lay down some favorable finance supporting policy to promote the development of high tech enterprises.
