提高青藏高原特色农业国际竞争力,对于其经济发展、生态保护和改善民生具有十分重要的现实意义。因此,要立足青藏高原的比较优势,大力推进农业结构战略性调整,发展具有高原特色的农畜产品;转变观念和政府职能,树立强烈的竞争意识,积极推进农业科技创新、农业产业化经营、农村经营体制创新,改革农村金融体制,改善农村金融服务,完善农业支出保护体系、农业标准化体系和农业社会化服务体系。

The improvement of international competitiveness of agricultural industry with the characteristics of Qinghai- Tibet Plateau is of very important practical significance to the regional economic development, ecological protection and the improvement of people＇s life. To improve the international competitiveness of agricultural industry with the characteristics of Qinghai-Tibet plateau, we should, first, take advantage of the comparative advantage of Qinghai-Tibet plateau, carry out the strategic agricultural restructuring and develop the agricultural and animal products with the characteristics of Qinghai-Tibet plateau; second, we should change our ideas and transfer the government role and have the sense of competition; third, we should promote innovation in agricultural science and technology, the industrialized operation and institutional innovation in rural operation; fourth, we should reform the rural financial system and improve the service level for rural finance; and fifth, we should improve the protection system for agricultural spending, the standardization system for agricultural industry and the socialized service system for agricultural industry.
