摘要
中国公共政策的制度结构建构了利益集团影响公共政策的行动舞台。传统的公共政策主体主要由体制内的"决策核心圈"组成:中共、人大和政府,这种官僚垄断的"单一决策圈模式"近来出现了新的变化。改革开放以来,随着中国利益集团的成长壮大并介入和影响公共政策制定过程,中国公共政策模式逐步由官僚垄断的"单一决策圈模式"向官僚主导、利益集团参与的"复合决策圈模式"转变,《劳动合同法》的制定过程就体现了中国公共政策制定领域的这种最新变化。
In China, the political system and decision - making structure of public policy allows for influential interest groups to impact policy formation. While the CPC, the National Peopleg Congress and governments maintain control of policy implementation; interests groups have become increasingly capable of impacting the form a policy may take. The new policy making model transforming from Model of Single - actor Policy - making Circle monopolized by the bureaucracy to Model of Compound - actor Policy - making Circle characteristic of bureaucracy as core and interest groups as participant.
