转型期地方政府行为失范与社会冲突衍生的关联性研究

Research on the Relationship of the Misconducts of Local Governments and Social Conflicts during the Transition Period

转型时期,某些地方政府的行为动机发生了变异,出现了行为失范的现象。这些失范行为在一定程度上成为社会冲突的"诱发剂"。冲突发生后,地方政府行为再次失范的可能性进一步增加。化解社会冲突,不仅要周密地设计转型和发展的路径,进行必要的政策解说工作;而且更重要的是,必须矫正地方政府的行为方式,将其建设成为贴近民众的廉洁、高效的服务型政府。

During the economic transition period in China, the motivation of local governments has changed with economic development and there has appeared serious phenomenon of misconducts of local governments. These misconducts have become the initiator of social conflicts to some degree. After the conflicts, the possibilities of further misconducts of local government increase. To resolve such social con- flicts, it is not only necessary to design a complex path of transition and development, but also to spend required explanation of current policies. More importantly, the misconducts of local governments should be corrected. It is urgent to construct our local governments toward an honest, clean, effective, service - providing and close to the people direction.
