Preliminary Ideas to Establish the Framework of Marine Eco-Compensation Management Mechanism Based on Ecosystem Approach

基于生态系统方法的原则,根据海洋生态补偿的内涵建立了基于生态系统方法的海洋生态系统管理机制,对海洋生态补偿管理过程中需要解决的基本问题进行了阐述,并提出了解决办法,对加强海洋生态系统管理,保护海洋生态环境和促进海洋资源的可持续利用具有重要意义,为建立我国海洋生态补偿管理机制提供参考。

This paper established the framework of marine eco-compensation mechanism based on the principle of ecosystem approach（EA） and the connotation of marine ecological compensation. Several basic problems in the process of the marine eco- compensation management are suggested and solved. This study has significant meaning that to strengthen the marine ecological system management, protect the ecological environment and promote the sustainable utilization of the marine resources in order to provide the reference to establish China＇s marine eco-compensation management mechanism.
