在国际难民法中,不推回原则意味着,任何国家在面对难民或避难寻求者的时候,都不得以任何方式将其驱逐或送回("推回")到其生命或自由可能会受到威胁的领土的边界。不推回原则不仅仅适用于已经被正式承认为难民的人员,还延伸到了那些还没有被正式承认为难民的人员。
The principle of non-refoulement in international refugee law means that no state shall expel or return（＂refouler＂） a refugee or asylum-seeker in any manner whatsoever to the frontiers of territories where his life or freedom would be threatened.The principle of non-refoulement does not only apply to the officially recognized refugees but also apply to those who have not been formally recognized as refugees.
