美国战略调整背景下对外干涉的形态分析

对外干涉通常是美国实现其战略利益的重要手段,对外干涉的内容和方式又常常服从并服务于其战略调整的需要。通过施加舆论压力、实施多种制裁、向不同对象提供各类援助、使用或威胁使用武力、谈判或协商等方式,美国对不同国家和地区进行选择性的干涉,选择的原则源于美国对自身实力地位的判断、对其价值观和国家利益的界定以及对行动有效性的追求。从冷战结束至今,通过各种以自我为中心的方式干涉不同国家以及发生在不同地区的事件,已经成为美国对内政治的一种制度安排和对外关系的一种惯用模式。在美国战略重心向亚太地区转移之际,认识美国对外干涉与美国战略调整和实现战略利益目标之间的关系,将对应对美国未来可能的行动具有借鉴意义。

Foreign interference is usually the important means for the United State to realize its strategic interests,and the contents and methods often subordinate and serve in the strategic adjustment of the need;U.S.provides various kinds of aid to different objects through exerting the pressure of public opinion,implements a variety of sanctions;selectively interferences different countries and regions through ways of using or threating to use force,negotiation or consultation, etc.The choosing principle of U.S.originated from its judgment to the own strength and status,and the pursuit for the values and the interests of the state and the effective action.Since the end of the cold war until now,through the various self-centered ways interference in different countries and the event happen in different parts,the U.S.has become a kind of internal political system arrangement and the external relations of a customary mode.In the time of U.S.strategic center transfers to the Asia -pacific region,to realize the relation among American foreign interference,strategic adjustment and target of strategic interests,will be the significance of reference dealing with the possible action in the future.
