政府研发投入对中国大学技术转移合同的影响——基于三螺旋理论的视角

The Impact of Government R&D Investments on Chinese University Technology Transfer Contracts: Based on the Triple Helix Theory

三螺旋理论强调政府、企业和大学的协同演化和互动,受到了世界各国政府、企业和大学的高度重视,政府在企业—大学互动中的作用更是三螺旋理论讨论的热点问题。从三螺旋理论的视角,以我国大学2003—2010年的省级面板数据为依据,通过实证分析,研究了政府研发投入对大学技术转移合同的影响。研究发现,各省市大学获得的政府科技经费投入非常显著地促进了该省市大学技术转移合同数量和收入两方面的增长;并且,国家科技支撑计划、863计划、国家自然科学基金项目和973计划的数量也是大学技术转移合同数量/收入的促进因素。

Triple helix theory stresses co-evolution and interaction among governments, enterprises and universities, and is paid great attention by governments, enterprises and universities worldwide. The role that governments play in the interaction between enterprises and universities has become a hot issue of Triple Helix theory. From this perspective, basing on provincial panel data of Chinese universities from 2003-2010, the impact of government R＆D investments on university technology transfer contracts is studied by empirical analysis. The study finds that the amount of government S＆T funding in one region has significantly increased the number and the revenue of university technology transfer contracts in that region. Moreover, the number of National S＆T Pillar Programs, 863 Program, National Natural Science Foundation Program and 973 Program are also the determinants of the number of university technology transfer contracts or their revenues. This study not only enriches the researches on Triple Helix theory, but also provides a reference for decision-makers in governments, industries and universi- ties in the practice of Triple Helix theory.
