Conceptional Analysis of the Opinions about “Network Seperation” Reform in the Telecom Industry of China

近年来,对我国电信业实行"网业分离"改革的呼声日益高涨,但"网业分离"实际上存在多种认识和主张。文章对我国当前业界提出的各种"网业分离"主张进行了简单的梳理,辨析不同"网业分离"概念的区别和相通之处,同时比较了我国的"网业分离"概念和国外的"网络分离"(network separation)概念,为辨明"网业分离"概念、进一步探讨电信业"网业分离"改革奠定了认识基础。

In recent years, more and more people calls for industry separation reform. But there are many opinions and positions about industry separa- tion. This paper summarized all kinds of different opinions about industry separation, analyzed their differences and similarities, and compared Chinese ＂industry separation＂ concept and foreign ＂network separation＂ concept, to lay the foundation of the further discussion of industry separation reform in China.
