我国发展低碳经济面临的困境与政府对策

Difficulties and Government Countermeasures of Development of Low-carbon Economy in China

低碳经济是以低能耗、低污染、低排放为基础的生态经济模式。我国发展低碳经济面临着许多困难:以煤为主的能源结构难以改变,促进低碳经济发展的政策法规有待于完善,低碳技术开发不足,能源的使用效率较低等。我国政府促进低碳经济发展要加强对社会公众的低碳经济教育引导,加大政府的政策支持,完善法律体系,推进低碳技术研发,大力发展可再生能源,建立促进低碳经济发展的市场服务体系。

Low carbon economy is an ecological economic model which is with low energy consumption, low pollution and low emission as its foundation. We face many difficulties in the course of low carbon economy development. For example, it is difficult to change the coal - based energy structure ; the policies and regulations which promote the development of low carbon economic need to be perfect ; the low carbon technology development is insufficient; the use of energy is inefficient, and so on. Therefore, in order to promote the development of carbon economy, it is necessary for our government to strengthen public education and guidance, strengthen government policy support, perfect the legal system, push forward low carbon technology R＆D, vigorously develop renewable energy sources and establish the market service system of low carbon market.
