Comparison and Commentary of International Energy Technology Policy under the Constraints of Low-carbon Development

通过梳理和对比欧盟、美国和日本的经验,我国可以从三个层面上完善低碳能源技术政策:通过投资扶植研发、通过政策调节市场、通过统筹实现低碳。

After combing and contrasting the experience of the European Union, the United States and Japan, China should improve low- carbon energy technology policy from the following three levels： to foster research and development through investment; to regulate the market through policy; to achieve low- carbon through co -ordination.
