Reflections on State Forest Farm Reform

阐述了我国国有林场改革的重要意义,改革是构建国土生态安全的需要,是增加森林碳汇、应对气候变化的战略途径,是改善城乡生产生活环境、提供公共服务的重大举措,更是摆脱林场困境的需要。据此,提出改革要准确把握国有林场改革思路、方向和原则,并提出改革对策与建议。

This paper describes the significance of China＇ s state-owned forest reform. Reform is the need to build land ecological security, is to increase forest carbon sinks and strategic approach to address climate change, to improve the living environment of urban and rural production and the provision of public services, the major ini- tiatives is to get rid of forest predicament. Accordingly, proposed to accurately grasp the ideas, direction and prin- ciples of state-owned forest reform, and provides the recommendations for the reform.
