日本利用境外农业资源的经验教训及对我国的启示

Japan’s Overseas Agricultural Resources of Lessons Learned and Implications for China

境外农业资源利用对维护我国粮食安全,保障主要农产品的供给具有重要意义。日本与我国一样都是农业自然资源贫乏的国家,在经济发展过程中,必须大量输入境外农业资源及其农产品。但同时,日本的农业对外直接投资也迅速增加,这对其构建全球农业产业链,保障境外农业资源输入稳定性和自主性具有重要作用。在对日本案例分析的基础上,提出我国将构建全球农业产业链作为利用境外农业资源基本路径。

Foreign agricultural resource utilization is of great significance to safeguarding China＇ s food security to protect the supply of major agricultural products. Japan and China are agricultural natural resource-poor countries in the process of economic development, large scale importation of foreign agricultural resources and its agricultur- al products. But at the same time, Japan＇ s agricultural foreign direct investment is also the rapid increase in this build its global agricultural industry chain, stability and autonomy of the protection of agricultural resources out- side input plays an important role. Based on the analysis of the Japanese case, China will build the global agricultur- al industry chain as a path outside the agricultural resources.
