Discussion on Public Library Social Value of Commonwealth and Benefit

图书馆作为我国重要的公共文化服务机构和基础设施,在消除人们自由、平等获取信息知识障碍的同时,也为公众提供免费的公益性服务。公益不等于免费,在推行免费服务的同时,合理收取适当的费用既是对读者不文明阅读行为的约束和监管,也是对图书馆行业的一种尊重。本文对平衡公益与免费服务间的关系提出了理性化建议。

Library is not only an important public service organization and infrastructure, but also a part of public culture service system. In one hand, libraries supply public welfare service. This action removes economic barriers for people to get information under the condition of liberty and e- quality. In the other hand, public welfare service isn＇t mean free. Collecting reasonable charges can constraint supervise uncivilized reading activities and show respect to libraries. At last, it presents reasonable suggestions to how to balance commonwealth and free.
