摘要
从高速公路网的技术、经济社会效益和环境影响3个方面对高速公路网规划中期评价的理论与方法进行了探讨。技术评价主要从网络结构性能和交通质量2个方面进行评价,网络结构性能评价选取的指标主要有高速公路网密度和连通度;交通质量评价选取的指标主要有负荷度和里程拥挤率。效益评价主要从财务效益和社会经济效益2个方面进行评价,评价方法主要有投入产出法、系统动力学模型、投资乘数法和生产函数法。环境评价主要从资源占用成本、环境治理成本、环境管理成本和节能减排效益4个方面进行分析。该研究内容既丰富了相关领域的研究空白,同时评价结果也为高速公路网规划的调整奠定了坚实的基础,具有重要理论和现实意义。
The theory and method of mid-term evaluation of freeway network planning was investigated from the aspects of level of technical services, economic and social situation, and environmental impact. The technical evaluation was conducted from the aspects of network performance and traffic quality. The evaluation indexes for network performance were freeway network density and connectivity. The evaluation indexes for traffic quality were load degree and mileage congestion rate. The benefit was evaluated from the aspects of financial benefit and social and economic benefits. The evaluation methods include input-output method, system dynamics model, investment multiplier method and production function method. The environmental assessment of freeway network was conducted from the aspects of resource consumption cost, environmental governance cost, environmental management cost and energy saving benefit. This paper both filled the research gap in related fields and laid a solid foundation for adjustment of freeway network planning, which has important theoretical and practical significance.
