作为"非传统安全"的一个新兴领域,留学安全及其所涉及的范围逐步扩展并渐入人们视野。随着中国大陆出国留学人员数量突破220万人,涉及有关留学安全问题的种类、事件和案例与日俱增。构建"中国留学安全战略"是应对这种趋势的必要措施,是保障我国出国留学事业健康有序发展的重要选择。

As the new field of non-traditional security, the issue of security of overseas study is becoming a hot topic and has aroused wide public concern. As the number of overseas Chinese has increased to 2.3 million, the problems related to security of overseas study are increasing correspondingly. Constructing the strategy of security of overseas study is the necessary measure to ensure the healthy development of the undertaking of overseas study.
