摘要
提出了基于数据包络分析(DEA)方法的地区销售电价差异的相对合理性识别方法及其优化调整模型,并以2009年我国大陆各地区为例,分析探讨了各地区销售电价相对合理性以及合理性较差地区的优化调整思路和政策措施。结果表明:2009年约2/3的地区达到了相对合理水平,其余地区均需要进行一定程度的调整;合理性最低的甘肃地区调整力度较大,各方均需要积极参与调整工作。
An identifying method for the relative reasonability of China＇s regional electricity tariff and its optimal adjustment model are proposed based on DEA method. By taking all regions of China's Mainland in 2009 for an instance, this paper explores the relative reasonability of China＇s regional electricity tariff and optimal adjustment schemes as well as policy measures. Results demonstrate that in 2009 around two thirds of all regions possess relatively reasonable electricity tariff while the others need adjustment with different ranges and that Gansu with the worst performance in electricity tariff＇s relative reasonability is supposed to motivate related participants＇ active involvement in the large-scale adjustment of its electricity tariff.
