摘要
近年来,我国财政科技投入总量虽然不断增加,但在财政支出中的比重却增长缓慢。从国际比较来看,我国财政科技投入也显著低于国际一般水平。通过运用灰色关联分析方法对我国财政科技投入的产出绩效进行评价,发现我国财政科技投入对专利申请授权量、技术合同成交额以及SCI、EI、ISTP系统收录的我国科技论文数量这三大直接产出指标的绩效关联度较高,而对全社会R&D投入的引导和带动作用以及对人均GDP的促进作用绩效关联度较低。为此,必须加大财政科技投入力度,优化财政科技投入结构,引导全社会资金构建多元化科技投入体系,并转变经济增长方式,提高科技对经济增长的贡献率。
Though the total quantity of financial input to science and technology has been increased recently, the proportion in fiscal expenditure has been increased slowly. From the perspective of international comparison, China's financial input to science and technology is significantly lower than the common level in the world. In this paper, grey correlation methods are applied to evaluate the output of our financial input to science and technology, which shows that the direct indexes of output performance are higher than the indirect indexes. Therefore, the input of fiscal expenditure to science and technology should be increased while the structure op- timized, and effort should be paid to guide the funds in the whole society to build the pluralistic science and teehnology investment system, and change the economic growth mode to increase the scientific contribution rate to economic growth.
