中小企业法律服务需求的解决途径存在如下不足:法律风险的防范缺乏切实可行的范本;寻找外部法律服务时缺乏高效、快捷的渠道;法律服务需求与成本控制存在矛盾。解决以上难题,须发挥行业协会的独特作用,构建起专门服务于中小企业,横向与纵向相结合、公益性与商业性相结合、共性法律服务与分类法律服务相结合的公共法律服务平台。海西中小企业法律服务平台作用的有效发挥,须在以下几个方面加以完善:创新法律服务平台的建设模式;建立高效的平台运行机制;建立分类服务的供给机制;建设法律服务网络平台;完善财政扶持机制;建立中小企业的信用评级和还贷风险评估制度。
