社会救助权是现代社会公民的基本人权,需要完善的法律制度予以保障。社会救助资源不足、资金短缺成为制约我国贫困群体社会救助工作开展的瓶颈。动员、引导社会力量支持和参与社会救助领域是实现公民社会救助权的重要保障。以社会救助社会化为突破口,以培养发展公益慈善类非政府组织和民营企业为载体,建立政府为主导、社会力量参与为支持相互交叉、相互合作的社会救助体系,形成政府与社会力量双轮推动社会救助事业的新格局。

The social relief right in modern society is the basic human rights of citizens, the need to improve the legal system guarantee. Social assistance resources shortage, capital shortage restricts our country impoverished group social work development bottleneck. The author thinks the mobilization,guide social support and participation in the field of social assistance, social assistance right is the important guarantee of citizens. In order to social assistance as a breakthrough,to foster the development of charity class of non-governmental organizations and the private enterprises as the carrier,to establish the government as the leadership, participation of social forces to maintain mutual cross, mutual cooperation social assistance system,form the government and social force to promote social welfare to a new pattern.
