In the current context of globalisation,we are witnessing a resurgence of references to cosmopolitanism,in both the social sciences and political philosophy. From urban experience to political projects, cosmopolitanism is interpreted in very different and often disconnected ways. Taking as our starting point the observation that,in Brussels, civil society actors use cosmopolitanism to reformulate the democratic needs of a city caught in the processes of globalisation, this article proposes to consider the city as a space in which cosmopolitanism,as urban experience, can be understood and theorised by urban civil society, and become part of its inherent normative political perspective. Based on an ethnography of citizens’ action in Brussels,an empirical analysis of this movement is undertaken,in which actors publicly question, debate, and reflect on the cosmopolitan nature of the city and make new political demands from an urban standpoint. By observing the way in which the requirements articulated by these actors in a cosmopolitan context are themselves adopted-or not-into their own practices,we shall consider the paradoxes, limits, and issues inherent in cosmopolitanism,at least as presently defined in Europe’s capital city of Brussels, which is also caught in Belgium’s communal conflicts.
