Dispensing fee has been of great historical significance in the new medical reform policies.To follow the guidelines of new medical reform and fulfill the dispensing fee policy,after extensive discussion,the authors of this proposal,who had long been engaged in hospital pharmacy,reached general consensus as the following: 1) state government and relevant departments should have consistent understanding of the concept and content of the dispensing fee;2) the dispensing fee should be implemented under the guidelines of new medical reform as quickly as possible;3) the pace of legislation for pharmacists should be accelerated and an efficient pharmacist management system be established;4) the compensation system for the medical cost through drug-selling profits should be removed and drug addition be abolished;5) there are still problems with the trusteeship management system for pharmacy department which need urgent correction;6) the content of basic pharmaceutical services should be determined and the criteria to assess the services be developed;7) government and hospitals should increase investment to the pharmacy department,improve the ability of hospital pharmacists and help them perform their duties.All the advices intended to draw attention from the government and relevant departments and the authors hoped the advices could be helpful in the new medical reform.
