“十二五”卫生信息化发展规划研读

2009年,《中共中央国务院关于深化医药卫生体制改革的意见》首次提出要建立实用共享的医药卫生信息系统。医改实施3年以来,我国卫生信息化建设工作取得显著进展,信息化在支撑医药卫生体制改革,提升卫生工作效率,落实惠民便民措施等方面发挥了重要作用。今年3月,国务院印发了《"十二五"期间深化医药卫生体制改革规划暨实施方案》,进一步确定了未来四年我国医药卫生体制改革的阶段目标、改革重点和主要任务,也对卫生信息化建设进行了部署。展望未来,卫生信息化发展前景美好;分析形势,卫生信息化发展还面临严峻挑战。从宏观层面分析卫生信息化建设任务,对于加强顶层设计,制订发展规划,完善政策措施具有重要的意义。

In document of national health care reform plan in 2009, the national health information system should been setup to support the reform. The HIT adoption made great progress in recent years. Recently, the national council distributed the plan for health care reform for the next 4 years, and the HIT was selected as one of the important tasks. In spite of, the success of HIT that have made, but the barrier and challenge should be realized for next progress. We should develop a blue plan for HIT development, to define the vision, the object, the task, and strategy for national health information system improvement.
