The Development and Application of Information Technology at Provincial Level in 2011

目的:对2011年度省级疾控机构信息化建设和应用现状进行描述,并对存在问题进行分析。方法:通过网络填报的方式对2011年度省级疾控机构信息化建设和应用情况进行调查。结果:2011年度包括新疆生产兵团在内的32个省级疾病预防控制机构在经费投入、IT基础设施建设、应用系统建设、公众信息服务、视频会议系统使用、规划落实情况等方面均有不同程度的提高,但仍存在缺乏顶层规划设计,人才、机构不合理,信息技术应用水平低,东中西部地区发展不平衡等问题。结论:2011年省级疾控机构信息化建设和应用取得了一定成绩,但仍存在不少问题,应结合"十二五"卫生信息化规划以及"新医改"等卫生政策的变化,在国家层面对省级机构信息化发展进行统筹规划,给予政策性建议和技术性指导,积极引入新一代信息技术,并争取国家和地方政府的支持。

Objectives： To describe and analyze the development and application of information technology in all CDCs at provincial level in 2011.Methods： Self-designed online form was used to collect information related to the development and application of information technology in 32 CDCs at provincial level in 2011. Results： All the 32 CDCs at province level were investigated. The development and application of information technology in term of investment, IT infrastructure, application systems, public information services, video conferencing systems, IT planning and implementation, have improved by certain extend. But still there were problems still existed, such as no top-level planning and design, lack of human resources and specialized organizations of IT in some provinces, low level of IT applications, unbalanced development of the eastern, central and western regions. Conclusions： Obvious progresses in IT were observed in the past 2011 at provincial CDCs. In line with the existed problems, the following suggestions are given： Strengthening the information technology planning and implementation at both national and state level, actively introducing the new generation information technology and seeking the financial support from the national and local governments.
