论“山口模式”及其制度保障

On “Shankou Model” and Its Legal Protection

广西山口红树林生态国家级自然保护区融合本土化特色,不断开拓自然保护区社区共管的途径、方式,积累多方参与的经验,逐渐形成红树林保护区"山口模式"。以"社区共管,多方参与"为特征的红树林保护区管理模式加强了政府部门、保护区与利益相关者的沟通,有利于保护区与周边社区形成融洽的关系,互利互惠、共赢发展。但是,仅靠保护区的经验性做法和乡规民约,难以保障"山口模式"可持续发展。有鉴于此,应深入认识红树林自然生态系统的性质、特点和规律,将基于生态系统的综合管理原则、方针和政策制度化、法律化。

Shankou Mangrove National Nature Reserve in Guangxi gradually formed the management model of mangrove protected area, so called'Shankou Model', which incorporated the localization characteristics and had its feature of'Community Co-management, Multi-stakeholder Involvement'. The management model strengthened the communications between the government sectors, protected areas and stakeholders, and did beneficial to form the harmonious relationship. However, it is difficult to protect the'Shankou Model'sustainable development only relying on the empirical practices of protected area and the village regulations & agreements. Therefore, we should be deeply aware of the nature, the characteristics and the laws of the natural ecosystems of mangroves, and make the principles, guidelines and policies of Integrated Ecosystem-based Management institutionalized and legalized.
