美国医院紧急事件管理系统HICS特点及对我国医院应对突发公共卫生事件应急机制的启示

近年来，医院等医疗机构所需处置的突发事件不断增多，日趋多样。建立和加强我国医院突发事件指挥系统，提升医院处置突发公共卫生事件的能力显得尤为重要。HICS即目前欧美国家众多医院采用的医院突发事件指挥系统，在广泛的使用中取得了令人满意的效果。其特点值得分析、借鉴。本文系统分析了HICS的原则和特点。结合我国医院处置突发事件能力现状，提出了HICS对我国医院的启示及可借鉴之处。

The hospitals incident command system （HICS） in America and other western countries works efficiently and receives satisfactory outcome. Its principles, features are introduced in this essay, and they could serve as valuable reference and enlightenment for us to give a serious consideration in establish such a nationwide comprehensive system.
