我国成品油价格的国际比较与启示

Comparison of refined oil prices in China and globally

随着国际油价的快速攀升,我国成品油零售价格已经突破8元/升,关于成品油价格机制改革的呼声日高。与主要石油消费国相比,我国成品油税前零售价格大致类似,但税费比重较小,造成税后价格偏低,且汽、柴油的价税结构不尽合理。参考发达国家发展经验并结合我国实际国情,国内成品油价格机制改革应循序渐进,在确保政府掌控能力的前提下,优化汽、柴油税费结构和比价关系,并加强对流通领域的监控和管理。

As international oil prices climbed rapidly,China' s refined oil retail price exceeded 8 yuan/liter,and there were growing calls for the reform of the refined oil pricing mechanism.China's pre-tax retail prices of refined oil were similar to those in major oil consuming countries.However,taxes and administrative charges accounted for a small percentage,and post-tax prices were lower.Furthermore,the price and tax structure of gasoline and diesel was not reasonable.Considering the development experience of developed economies and China's conditions,China's reform of its refined oil pricing mechanism should proceed in an orderly and gradual manner.With control by the government ensured,the tax & charge structure and the price relationship of gasoline and diesel will be optimized,while the supervision and management of its distribution will be strengthened.
