摘要
海上油气项目建设时间紧凑,各项工程配合紧密,经常需要处理突发事件,修订原有的计划和方案。文章通过案例分析,说明波士顿矩阵分析是一种简单有效的处理方法,适用于海上油气项目的计划管理、进度控制、风险管理和可操作性等评估。利用波士顿定性风险分析法的关键在于尽可能全面地考虑各类风险因素,以风险矩阵处理后的残留风险作为接近现实的风险,运用波士顿方矩阵法进行最终评价,并尽可能选择人能发挥重要作用的方案。
The tight schedules of offshore oil & gas projects require close coordination between works, timely processing of contingencies, and revising of original plans and schemes, as appropriate. By providing case analysis, this paper states that the Boston matrix analysis is a simple and effective processing method, which is applicable to the assessment of plan management, progress control, risk management and the operability of offshore oil & gas projects. The key to the application of the qualitative Boston risk analysis is to consider varieties of risk factors as comprehensively as possible, take the residual risk following the risk matrix processing as the risk close to reality, carry out final evaluation with the Boston matrix and select a scheme bringing the important roles of personnel into play as far as possible.
