Problems and Countermeasures of Purchasing Books Through Public Bidding in University Libraries

高校图书馆实行图书采购招标是目前市场经济环境下的一种高效、科学的图书采购方法。然而,目前图书馆招标采购过程中出现了招标过于频繁、低价中标、书商过滤书目、合同执行不严格等问题,影响了图书馆文献资源建设的质量。对此,高校图书馆可采取两年招标一次的方法,降低图书折扣在综合评分法中的权重,通过不同渠道广泛采集书目,严格执行图书采购招标合同,实施分段招标,从而实现书商和图书馆利益双赢。

Purchasing books through public bidding in university libraries is the efficient and scientific method of purchasing books in the market economy environment at present. However, there are problems in the present public bidding process, such as the frequent public bidding, obtaining the public bidding with lower price, the bibliography filtered by booksellers, the undemanding execution of contract, and so on. These problems influence the quality of the literature resource construction in libraries. Therefore, university libraries could adopt the method of public biding once every two years, reduce the weight of book discount in the comprehensive evaluation method, collect bibliography information broadly through different channels, carry out the contract of purchasing books through public bidding strictly, and implement the subsection public biding, in order to realize the benefit win-win between booksellers and libraries.
