中小型城市区域图书馆联盟建设与可持续发展研究

Research on the Construction and Sustainable Development of Regional Library Consortia in the Small and Medium Cities

随着中小型城市经济的快速发展,中小型城市的图书馆联盟建设愈发显得迫切。中小型城市图书馆联盟可以采用共建共享模式、协议会员模式、联合办馆模式,制定中小型城市区域图书馆联盟管理制度,开展特色文献资源、公众阅读服务及多层次的联盟合作。中小型城市图书馆联盟还应建立科学、有效的评估机制,拓宽经费来源,加大投入力度,有效解决资源共享中的知识产权问题,以保障图书馆联盟的可持续发展。

Along with the rapid development of economy in the small and medium cities, the construction of library consortia in the small and medium cities becomes increasingly urgent. The construction of library consortia in the small and medium cities could adopt sharing mode, protocol member mode and union library management mode, draw up the management system of regional library consortia, and carry out characteristic literature resource services, public reading services and multi-level consortium cooperation. Library consortia in the small and medium cities should also establish scientific and effective evaluation mechanism, broaden sources of funding, increase input power, and effectively solve problems of intellectual rights in resource sharing, in order to guarantee the sustainable development of library consortia.
