“反向移民”:海归归国创业途

CHINESE RETURNEES: from Brain Drain to Brain Circulation

摘要 自90年代以来,越来越多的中国学者和企业人士自海外归国,形成了“反向移民“的趋势。吸引他们海归的主要因素当然是中国经济的高速发展开创了很多机会。同时,中国政府也建立了许多项目来吸引和鼓励海归人士。这些海归人员带着技术.信息.资金以及海外联系归国,对中国经济发展和全球化进度起了重大作用。海归们归国后仍保持着国际联系并积极参与跨国交流,对国际间的人才环流也起了推动作用。 Since the 1990s, more and more Chinese scholars and entrepreneurs have returned from overseas in what is being called the "reverse migration." China's epic economic boom has opened up great opportunities and is the driving factor that attracts people to return. Also, the Chinese government has implemented various programs welcoming and rewarding returning scholars and entrepreneurs. Bringing with them technology, information,financial capital and-networks they established overseas, returnees are playing an important role in China's economic development and globalization. By maintaining transnational connections and actively engaging in transnational activities, returnees are also facilitating "brain circulation" across borders.
