张家港市推进农村社区服务体系建设的思考

Some Thoughts on Promoting the Construction of Rural Community Service System in Zhangjiagang

通过调查研究发现,张家港市农村社区服务体系建设取得了明显成效,但又面临社区基本公共服务均等化发展不平衡、财政对农村社区服务体系建设的投入经费保障不足等问题。当前完善农村社区服务体系,必须加强张家港市社区服务法规制度建设,推进社区服务体系均衡化发展。围绕农民"安居乐业"的需求,结合城乡一体化发展战略,更好地体现城乡社区在建设、管理、服务等各方面的衔接、融合、配套。多渠道筹集资金,完善社区服务扶持政策,保障社区服务体系建设。

Investigations reveal that apparent achievements have been made in the construction of rural community servicing system in Zhangjiagang. However, there also exist some problems such as the development imbalance of community fundamental public service and local government＇s investment shortage in rural community servicing system. To perfect the rural community servicing system, the construction of community servicing laws and regulations system must be enhanced to promote the balanced development of community servicing system. In accordance with farmers＇ demand for ＂living in peace and enjoying the work＂ and in combination with the development strategy of the integration of urban and rural areas, the construction, management and service in urban communities can be connected, integrated and matched with those in rural communities. The construction of community servicing system can be ensured by raising money through various channels and perfecting the supporting policies of community service.
