关于企业安全生产创新监管方式的探索与研究

广东省广业资产经营有限公司(以下简称广业公司)是综合性省属国有大型工业企业,近两年,该企业通过探索和实践,提出了重视从安全生产技术升级改造、安全生产目标管理、安全生产标准化建设、安全考核和奖励制度、专业安监人员配置和培训、安全生产投入六个方面创新监管方式,促进了企业安全生产形势持续稳定好转。文章从分析广业公司安全生产特点和问题入手,对安全生产监管方式的创新及对策措施进行探讨。

Guangdong Guangye Assets Management Co.,LTD（Guangye） is a comprehensive large national enterprises owned by Guangdong province.Guangye came up with an inovative and monitoring methodology based on their explorations and practices in the last two years.The methodology is promoted from the following six aspects： safe production technology upgrade,safe production goal management,safe production standard construction,safe evaluation and incentive system,professional control and personnel allocation and training,and safe input.The methodology has promoted and speeded up the enterprise production safety in a consistant and continous way.The paper began with analysis of nature of the production and issues in Guangye.It then discussed the innovation and strategies of the safety production monitoring processes.
