企业"招工难"现象的出现,表明我国劳动力"无限供给"时代的终结。刘易斯转折点的呈现,要求加快经济发展方式的转变和产业结构的调整。在劳动力资源"有限供给"的大背景下,区域产业发展既有产业政策和布局的选择问题,也需要考虑劳动力资源供给变化可能带来的重要影响。区域就业政策的选择显得尤为重要,直接关系到区域内产业的发展能力、发展水平和成长质量。南昌市作为带动江西经济发展的核心增长极,只有在营造良好的就业环境,强化职业教育与培训,形成有序、便捷、高效"四位一体"式的人力资源市场体系上下工夫,才能有效保障产业快速发展对劳动力资源的需求。
The appearing of enterprises' "recruit difficulties " indicates that the era of "unlimited labor supply" phenomenon in our country' s employment market has come to the end. The emerging of Lewis turning point asks for accelerating the transfor- mation of economic development pattern and the adjustment of industry structure. Under the background of "limited supply" of labor resources, the regional industry development is involved with industry policies and layout options at the same time it should pay more attention to the important influences brought about by the change of labor resources supply. The choice of region employment policies Seem to be particularly important, which directly affects the development capacity, development level, and growth quality within the region. As core growth pole driving Jiangxi economy development, Nanehang city must make efforts to cultivate favorable employment, strengthen vocational education and training, and form the system of human resource market featuring the orderly, convenient, quick, and high efficient quaternity so as to effectively secure the demand for labor resource due to rapid industry development.
