摘要 目的根据公益性为核心的公立医院绩效考核管理制度的要求,探索实现该要求的方式。方法以系统理论思想为指导,运用文献研究,实证的研究方法。结果医院设置专门绩效管理部门的管理职能范围是以提高院科两级绩效管理为主要目的,与人力资源部的管理范围有所不同,其管理原则应强调及时性、稳定性并以信息系统为支撑,目前主要管理方向为推动医院考核公益性方向。结论医院设置绩效管理部门是实现公立医院以公益性为核心的绩效管理制度要求的一个有益尝试。 Objective This research is to seek an approach to realize the requirement of medical reform for establishing performance management system in public hospitals with the core of commonweal. Methods Theoreti- cal study is adopted combined with current situation in this research. Literature search and empirical study is ap- plied with the guidance of system theory. Results It is necessary for hospitals to set up performance management department, the function of which is to mainly serve the improvement of performance management on both hospital and division levels. Compared to the department of human resources, its principle should emphasize timeliness and stability with the support of information system. Currently the main orientation should be evaluating the commonweal of public hospitals. Conclusion Setting up performance management department is a valuable attempt to realize the requirement of establishing performance management system with the core of commonweal in public hospitals.
