宪法是一个国家的根本大法。根据我国宪法的规定:一切国家机关和武装力量、各政党和各社会团体、各企业事业组织都必须遵守宪法和法律,任何组织或者个人都不得有超越宪法和法律的特权。一切违反宪法和法律的行为,必须予以追究。中国共产党作为我国的执政党,其行宪能力就更值得关注。要全面了解中国共产党行宪能力,必须充分考察中国共产党在各个时期遵守和执行宪法的情况。

As the national fundamental law,our national constitution stipulates that all state organs,armed forces,political parties,social organizations,enterprises and institutions must abide by the constitution and laws with no privilege for any organization or individual, who otherwise shall be punished according to law, to overtop the law.Thus the capacity of implementation of constitution of CPC as our national ruling party is worth close attention and thorough knowledge by fully investigating how CPC observes and implements the constitution in each ohase.
