SWOT Analysis of First Diagnosis System in Community

结合当前社区卫生服务发展的现状,利用SWOT分析法,识别社区卫生服务机构在开展社区首诊时的内部环境优势(方便患者就诊、节约就诊费用、优化卫生资源配置和便于及时处理突发公共卫生事件)及劣势(服务水平、全科医生的数量和如何保障顺利转诊),外部环境的机会(政策扶持、人口老龄化、慢性非传染性疾病和防控传染病的要求)和威胁(专科医院和专科医生的竞争、社区医务人员的待遇和居民就医的趋高心理)。再利用SWOT的策略分析的矩阵组合(SO、ST、WO及WT策略)进行系统分析。提出供选择的发展策略,包括增加投入、制定相应的政策措施、引进社会力量参与、主动服务、深化全科医师的培养和加强与上级医院的交流等方法,以期为社区卫生服务机构高效的开展社区首诊提供帮助。

Based on current status of the development of community health service,SWOT analysis was done to identify the advantages（ including convenient for patients to get treatment, saving their expenditure, optimizing the allocation of health resources and dealing with the public health emergencies much effectively） and disadvantages（ including the quality of the services, the number of the general practitioners and how to ensure route the of transferring consultation smoothly） of the internal environmental, the opportunities （ including policy support, aging of population, chronic and non-communicable diseases and Communicable disease control） and challenges（ competition from the hospitals and specialists, treatments of community medical staffs and preferring to sake higher medical services） of the external environment in the first diagnosis system carried in community. And the strategy of portfolio matrix（ SO, ST,WO,WT strategy） was used to carry out a systematic analysis to identify alternative development strategies, such as making some useful supportive policies, increasing the investment from the society, offering service much actively,intensifying the training of general practitioners and strengthening the communitarian and exchanges and higher hospitals ,e. g. In order to help community health service organizations carrying out community first diagnosis more effectively.
